Municipal Membership Information | Capital Region COG PA

Municipal Members are designated as cities, boroughs and townships located in Cumberland, Dauphin, Lebanon, Perry and York counties. Click here to see our current members.

Annual Dues: $1,700, can be paid in one payment, or divided into four quarterly payments.

Programs and Services: Members may choose in which programs and services they wish to participate Some programs have additional costs and fees.

Delegates & Alternates are asked to attend CapCOG ‘s Board of Delegates Meetings which occur on the third Monday of each month, 7 pm at the Hampden Township Building. If the Delegate/Alternate cannot attend, another representative should be designated. Your Delegate/Alternate does not need to be an elected official, but can be a staff member or interested resident. This may be helpful if your meetings are on the same evening as the CapCOG.

Programs and Services

Joint Bids – Note: Each category is a separate program. CapCOG compiles quantities to be bid from the participants for projects and materials; create vendor bid packages; advertise; open and review bids; tabulate results; notify vendor of award; and, send bid copies and results with contact information to participants.

Surplus Equipment Auction – CapCOG compiles list of equipment/vehicles from the participants, contracts with an auctioneer, advertise and conduct the auction. Each participant receives 80% of their sold items and 90% of vehicles and large equipment sold.

Drug and Alcohol Testing – Pre-employment and random selection drug and alcohol testing both DOT and non-DOT employees/CDL and non-CDL. WorkNET is the provider

ACT 45 (UCC Joint Appeals Board) – The CapCOG UCC Appeals Board was established in June 2004. It currently has a pool of 17 qualified members in the various certified categories.

CapCOG Stormwater Management Program – Employing a joint effort allows CapCOG members and affiliates to more efficiently, effectively and economically meet state and federal mandates. The program includes creating CapCOG wide Chesapeake Bay Pollutant Reduction Plans (PRP) and joint efforts to address the six Minimum Control Measures

Monthly Board of Delegates Informational Meeting – Each member municipality appoints a representative. This Board meets the third Monday of each month

County Liaisons – County Liaisons offer updates of projects and services

Manager Meetings Are held throughout the year to share ideas and discuss common issues

Legislative Updates to relay changes mandated by state and federal requirements

Networking Activities – Annual Picnic & Golf Tournament and Annual Dinner
